Monster Signa - Rumor?Follow

I was wondering around the East Shroud and saw a familiar face roaming the paths. Yes, it was he - Hoo Mjuu the Torrent. His feathery ways have found themselves into the Black Shroud and he is no doubt going to cause some feathery mischief. My question is, has anyone acquired the Monster Signa after killing him? Can anyone ACTUALLY kill him?
