is server transfer going to be implemented 100%? because Im tired of waiting for Gilgamesh to open and well I decided to create a toon on ultros. I have friends playing on Gilgamesh and well I really want to know if server transfer will be available so I can level up on ultros and then move to gilg

Don't create characters for the sake of playing. If you really have to play just spam login until it works or wait it out until they fix the issues. I understand that you are wanting to play the game, but creating a character just to play is part of the reason the servers are clogged up and SE restricts new characters.

Server transfers are rumored to be available in late Sept, but with the issues affecting servers right now; it's probably not at the top of their priority list.
