I'm 34, and looking for a quest hub. Is there a guide out there that would indicate where I should be?

Is there any way to avoid doing quests in areas of other nations? I'd rather save them for when I'm leveling a class for that city. Obviously once the story moves into Coerthas, that's not an option, but for now, I'm still doing main story quests in the areas controlled by one of the 3 cities.

What about a list of all the quests in the game? I'll probably just say "F it" and do all the quests anyways, regardless of which zone they're in, and I can just go down the list.
