At what level can i start riding my legacy chocobo? i am already lvl 20

You have to obtain a chocobo license through the story line.

After the Ifrit fight go to the Scion's Base and you get courted by the Grand Companies, you do a boring mission and choose one at the end. Once you have your GC you need to do another mission then you can get fully registered with your GC. Only then does the Chocobo Quest become active.

I know you were asking about specifically riding it, but don't forget the level 30 quest that lets you summon him to fight alongside you. It's called "My feisty little chocobo" in Camp Tranquil.
