I'm lvl 38 and so far the story has unlocked Satasha, Copperbell Mines, Tam-tara Deepcroft, The Thousand Maws of Toto-rak, Haukke Manor, and The Sunken Temple of Qarn. Halitali and Cutter's Cry are the optional ones I have seen so far.

Oh yes, I forgot about Halitali, and even that one unlocked from a quest. Is Cutter's Cry the same?
