Camped this mob for 3 augs. Results are roughly as follows:
75 toads in total, give or take
During that time, we saw 7 namers, and obtained 3 augs
During that time, he also dropped Rem of Survival x 2 or 3, and Rem of Fear (legs)
Total Camp time was 12 hours, give or take.
There are also 2 othe named that spawn near there. One of the namer's PH is a Boobyman that roams behind camp.
I can confirm that the roaming Decrepit Toad does spawn the Deranged Toad, In fact, he spawned at least 3 times where roamer was.

Has three known PHs (all "a decrepit toad"): Two of them just east of the western bridge, standing under what looks like a druid arch (non-roaming spawns), and one roamer that wanders east/southeast of these two mobs.
He hits for a max ~12,000 and casts a charm spell that affects multiple targets at a time.

confirmed that roamers are also ph for deranged. Spawn cycle ~ 16.5 min. He seem to spawn about every 8 rnds and dropped aug about 50% of the time for me.

The PHers for this mob are the two "a decrepit toad" just east of the western bridge, standing under what looks like a druidic arch. They are static spawns and I have seen him there twice. I have never seen him spawn from the wanderers of the same name but he IS pretty rare, so maybe you'll have different luck. He also drops an aug called the Stone of Insanity: 27ac, 115hp/m/e, +25vs Corrupt, +7 heroic Str.
And right after I posted he spawned finally....dropped boots again, and also Ancient Froglok Ring.
He spawned again from the wanderer this time, so the two static Decrepit Toads and the wanderer just East/Southeast of them are verified spawn points.
Warning: he has some sort of charm that can affect more than 1 person.
Camped him again last night for a guildie, and can confirm that at least one of the "a decrepit toad" to the Northwest of the statics is also a PH; chances are, both of them are PHs. I killed them thinking to spawn the Decrepit Warder but got this guy instead. Good luck.

Similar experience here. I kept all four decrepit toads dead for a few hours today, but the Deranged always showed at the static spawns and never the roamers. Took seven kills to get the augment.
Drops included Mind's Bulwark Ring, Ancient Froglok Ring and Stone of Insanity.
